Human Resources Generalist II

The Central Office of the Georgia Public Defender Council (GPDC), located in Atlanta, is currently seeking to hire a career-minded and enthusiastic Human Resources Generalist II who has demonstrated a knowledge of multiple aspects of Human Resources.  The chosen candidate must have a great degree of business acumen and mastery of core Human Resources competencies in the areas of transactions, performance management, classification, compensation, recruitment, and more.. Under general supervision, the chosen candidate will report to the Human Resources Manager. This position is part of a small team of HR professionals who provide services to an agency of over 800 employees and are cross-trained in multiple areas of Human Resources administration. 

Responsibilities & Performance Standards:

Compiles and analyzes data or information to produce reports, documents, and outcomes of human resources issues:

  • Oversees the timely entry of data into the appropriate system, including information pertaining to transactions, classification, employee status, pay, appointments, leave, transfers, etc.
  • Oversees the administration of the leave program, including the proper distribution, receipt and review of leave grids for accuracy and completeness.
  • Oversees the proper management and privacy of personnel records, including the proper maintenance, storage, transfer, and review of personnel records and employee information. 

Identifies and resolves more complex human resources issues:

  • Ensures that information and/or documentation provided to the human resources office is complete, accurate, and in accordance with program and human resources standards.
  • Presents human resources issues/needs to central agency staff and advocates for resolutions appropriate for organization. 

Ensures organizational compliance with federal and state laws, including reporting requirements:

  • Assists in the development of human resources policies and procedures that support the agency’s overall mission, goals and objectives. Facilitates efficient cooperation across districts, facilities, offices and/or divisions.
  • Takes appropriate corrective action in cases of non-compliance. 

Classification & Compensation:                                                                               

  • Reviews classification and compensation assignments throughout the agency, ensuring that positions are appropriately classified and that compensation is consistent, fair, and in accordance with prevailing guidelines.
  • As requested, reviews requests for position evaluations and salary changes. 

Recruitment:

  • Handles the day-to-day recruitment efforts, including vacancy announcements and postings.
  • Manages candidates in the applicant tracking system following procedures to advance or reject those who apply for vacancies.  

Performance Management:

  • Assists in the development and administration of the agency’s performance management process.
  • Trains managers, supervisors, and employees on the nuances of the performance management process.

Entry Qualifications:

Bachelor's degree from an accredited college or university OR Four years of human resource experience.

Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-for-year basis.

Technical Competencies:

  • Knowledge of principles, concepts and professional standards of State of Georgia human resources administration
  • Knowledge of the human resources disciplines: transactions, time and labor, classification, compensation, benefits, etc.
  • Knowledge of State Personnel Board rules, regulations, policies, and procedures
  • Knowledge of research methodology
  • Ability to use human resource specific computer software
  • Ability to work effectively with a team

Preferred Qualifications:

  • Previous State of Georgia government experience in Human Resources
  • SHRM-CP or SHRM-SCP certification
  • PHR or SPHR certification
  • Thorough demonstrated knowledge of TeamWorks HCM System
  • 2 or more years of HCM transactions entry such as new hires, promotions, salary changes, and position updates
  • 2 or more years of Recruiting
  • Advanced level knowledge of Team Georgia Careers Applicant Tracking System
  • Expert knowledge of the State of Georgia’s classification and compensation systems
