The Central Office of the Georgia Public Defender Council (GPDC), located in Atlanta, is currently seeking to hire a career-minded and enthusiastic Human Resources Technician III who has demonstrated a knowledge of multiple aspects of Human Resources.  The chosen candidate must have a great degree of business acumen and mastery of core Human Resources competencies. Under general supervision, the chosen candidate will report to the Human Resources Manager. This position is part of a small team of HR professionals who provide services to an agency of over 800 employees and who are cross-trained in multiple areas of Human Resources administration. 

The position may be filled at the lower level of Human Resources Technician II. This determination will be based on training and experience.

Job Description:

Under general supervision, provides multiple Human Resources services in support of the organization.

  • Possess subject matter expertise in the PeopleSoft Human Capital Management system
  • Compiles and analyzes data or information to produce reports, documents, and outcomes of Human Resources issues 
  • Oversees the timely entry of data into the appropriate system, including information pertaining to classification, employee status, pay, appointments, leave, transfers, etc.
  • Oversees procedures and processes for hiring and terminating employees, such as the conducting of background checks, administration of the drug testing program, and processing employee separations according to established procedures
  • Ensures position assignment and transactions entries are accomplished within acceptable time frames and in accordance with established guidelines
  • Maintains personnel data and coordinates filing and requests for document production

Assists with employees' benefits program administration:

  • Oversees administration of the leave program
  • Facilitates the proper distribution, receipt and review of leave grids for accuracy and completeness and the verification and calculation of leave actions 

Ensures organizational compliance with federal and state laws, including reporting requirements

  • Develops effective processes for incorporating or implementing new laws, policies, and procedures
  • Responds to routine inquires pertaining to the State Personnel Board Rules, GPDC polices, and other pertinent state and federal rules, laws, and regulations
  • Clearly communicates to employees to facilitate adherence
  • Refers employees to appropriate resources.

Entry Qualifications:

  • Associate's degree from an accredited college or university OR High school diploma or GED AND Two years of experience performing human resources related functions OR One year of experience required at the lower level HR Tech 2 (HRT011) or position equivalent.

Technical Competencies:

  •  Knowledge of principles, concepts and professional standards of public personnel administration
  • Knowledge of state personnel rules and regulations, policies and procedures
  • Knowledge of research methodologies
  • Ability to use human resource specific computer software

Preferred Qualifications:

  • Previous State of Georgia government experience in Human Resources
  • SHRM-CP or SHRM-SCP certification
  • PHR or SPHR certification
  • Thorough demonstrated knowledge of TeamWorks HCM System
  • 2 or more years of HCM transactions entry such as new hires, promotions, salary changes, and position updates
